I also ran into a situation a few days ago where acng used 100% CPU on
two of two cores. I wasn't sure where to look and just restarted acng
and the problem "went away".

I now have a few files that make apt-cacher-ng use 100% CPU and which it
keeps processing forever.
File 1: tb-Packages.bz2
acng-report.html reports:
Parsing metadata in
uburep/dists/trusty-backports/main/binary-amd64/Packages.bz2
According to bzip2, this file is broken:
bzip2:
Sorry, cannot reproduce. Please send the defect (?) file.
And 0x7FFD is a valid timestamp! I just doubt that we will
live that long.

Another observation...
File apt-cacher.err in the attachment contains a number of entries of the form:
