After addding Directory Menu plugin to the panel: (
http://docs.xfce.org/xfce/xfce4-panel/directorymenu )

1. Right click on plugin and select "Properties".
2. Change "Base Directory" to some folder other than ~/.
3. Click "Close".
4. Click on plugin icon on panel- still opens list of folders at ~/.
