I added python-numpy and python3-numpy to Build-Depends and that significantly
dropped the skips. Some of the remaining skips depend on python-uncertainties
but that is in universe so we'll continue skipping those. Here's the merge
proposal with the updates:

Looks fine to me. Has plenty of tests, though do you know why nearly
half of them are marked 'skip'?
