Just found the solution: Policykit Authentication Agent should be started
manually under LXSessionconfiguration - Autostart .
Obviously this is not switched on in these latest beta versions upon
installation. Now both Lubuntu Software center as well as Synaptic are OK on my
PC.

I could install htop with Synaptic. I have no experience of the Lubuntu
Software Center, so I'm not the right person to test it.

Also this affects ubuntu-software-center running in lxde but may have
done a parital upgrade and does not allow the removing of xfburn from my
virtual mahcine of alternate amd64.

no permissions to install packages in vivid daily
I have installed this now on my other spare machine (32-bit) and got the
same bug. Also I noted now on both machines that it is not possible to
change driver to nvidia. Though the recommended nvidia drivers are
listed, the change is not carried out.
