So and here is the Fix for the non German speaking People. It turn out that the Problem itself is not NTP. In my Case it depends on a DualBoot wit Windows 7, After making a change to /etc/default/rcS and adding these lines # UTC disable UTC=no The Problem didt not came Back. My System-Time
