This now functions how it is expected to in new versions of lxpanel with the
same laptop and setup so the lxpanel bug is fixed in this verson of lxpanel.

This is not a fault of lxrandr but incorrect default setting of lxpanel
- it should be at bottom of the screen, not at bottom of the first
monitor. Therefore let reassign it to lxpanel. Thank you.
