True, I missed that. The manpage isn't crystal clear. In any case, this is a bit complicated, and I'm disinclined to suggest a modification of locale-gen for no practical reason, since there would be a significant risk for regressions. It does work decently. Let's keep it as is for now. ** Change

If you can't tell how it is a problem, I wouldn't consider it to be a bug. According to "man locale-gen" it "generates all supported locales" if no locale/language arguments are specified. That's the documented behavior. Please consider the fact that it sometimes does not unnecessarily regenerate
