While not really a bug, I find it very annoying that one has to reboot their 
device to have a language change take effect.
Can we improve the underlying mechanisms (I understand this must be far from 
trivial) to achieve an instant change without the mandatory reboot step?

When one initially flashes their phone, the setup wizard allows
selecting the language, and this doesn’t need a reboot, so I think we
should aim for something similar.
