That computer's hard drive failed a few days ago so I can't test this
out anymore. If I do get Xubuntu 15.04 back onto it with a new hard
drive and I can reproduce the bug then I'll reopen it.

Yes. A little while after the xfce4-panel comes up (this laptop is
slow...) the glitch occurs. Is it only after the panel loads that
xfdesktop4 takes control of the background after lightdm or before?
