I can confirm this as well. When opening a new tab and loading an Ubuntu
Wiki page from bookmarks, the scrollbar is shown but I can't drag it.

I can confirm, but it seems site-dependent? I can drag on yahoo.com,
but not whatsmyuseragent.com.
