grub-pc
I was sent to this bug by the system software (crash reporter, I guess).
I think I'm having a different issue. I don't have /boot on USB. My
/boot is full (which I'm actively trying to clean up), but I'm guessing
these are similar problems of couldn't write to /boot.

After having reported this bug, I ran a sudo apt-get update and sudo
apt-get upgrade. The upgrade returned:

My /boot/ directory is placed on a USB key which I moved from a USB port
to another one before updating, and without having restarted, so the USB
key was unmounted and thus /boot/ directory was not existing any more.
