this is not a bug ... network-manager doesn't manage interfaces
configured in /etc/network/interfaces ... so comment out your eth3 iface
line there and you will be fine.

however, knetworkconf appears to have a bug: if you disable the
interface, its not getting disabled for real. So for now it appears that
kde users need to manually disable interfaces in /etc/network/interfaces
(using an editor). This needs to be fixed before release.
