Translations for non-main packages are not imported or exported as a
matter of Ubuntu policy. There are good reasons for that policy, but if
it's ever changed, this problem will also go away.
Another option would be to make the scripts on the Ubuntu side include
KDE's upstream translations for
Why aren't they shipped in the exported language packs? kde-i18n-* is in
main after all?

Because the templates are not in main and that's what controls what's
exported so we would need to accept the templates from universe.
