I see your point, and agree in principal, but the effect of this is that
we cannot use the Ubuntu Cloud Archive until Swift is changed to use the
Ceilometer code in some other way. That's a pretty significant change,
and a diversion from the approach described by the devs of Ceilometer in

The adm group's purpose is to give read access to log files. I don't
think it's appropriate to have members of that group be able to write
into the log directory.
NACK on this approach, some other way of handling this is required.
