Note: 1474927, 1578830, and 1652451 all seem to refer to the same issue. The

This followed by a reboot or logging back in ought to resolve the issue:
sudo localectl set-locale LANG=en_US.utf8
Over a year old and no update? Is there any work around?
I received this error shortly after upgraded Ubuntu 14.04 to 16.04. Then
I had a hard drive failure and had to reinstall Ubuntu 16.04 from
scratch, and the error went away. Then, after the first apt-get upgrade
and reboot, the problem came
