User role in version 2.18. We are not able to allocate user roles in the
organization hierarchy at different levels.Its requires us to allocate
ALL authorities which is grave mistake.
Example:
The facility user should only see the exact facility with all data sets for
entry.
The District online should be in a position to a add facility online and other
program officers like HIV coordinator e.t.c in the system
The County online should be able to add District online and other county
program officer.
This is not the case with the current version 2.18.
