ouch i thought it was similar, I am with the os 15.10 installed now, i did suspend, restart, lock and all is fine, there isn't bug for the moment, (in this installation i couldn't find the Hibernate option, but to me is ok) i will update the status after 2 or 3 days of usage if you want to,

All was fine, except when i clicked on Hibernate, then after hibernate the problem started again, and restart has no effect on the bug after restart it continues, the same for suspend after suspend it continues ( this is on that ubuntu version 15.10 ) -- You received this bug notification
