Public bug reported:

Lately, chromium has been changing/breaking/normalizing/something
magnet links from

magnet:?xt=urn:btih:HEX&dn=name&tr=url

into

magnet:///?xt=urn:btih:HEX&dn=name&tr=url

before calling xdg-open, which makes deluge look for a file with that
name.

$ deluge-gtk 'magnet:///?xt=urn:btih:HEX&dn=name&tr=url'
[ERROR   ] 08:59:05 ipcinterface:217 No such file: 
/home/user/magnet:/?xt=urn:btih:HEX&dn=name&tr=url

I don't think a scheme'ed parameter should be interpreted as a file, or
if it is, it should fall back to acting like a scheme if a file with
that name does not exist.
