Public bug reported:

Ubuntu Software Center was downloading and installing the  Ubuntu
Resticted Extras with every optional add-on selected . During this
process an undetermined number pop-up windows appeared over the Software
Center window very briefly. Before any popup window had time to display
text it lowered below the  Software Center Window. I moved the Software
center window to see the popup windows and most of them disappeared
before showing text. One exception was a software agreement for the non-
free fluendo. No other licensing agreements appeared or required my
authorization before they installed even though at least some (adobe
flash plugin and microsoft TTF fonts for example) have always required
me to check a box stating I have read an agreement and click a button
agreeing to their terms before installation would occur.
