Ping -- is there anything left to be done for 16.04? From my POV this
should be fixed in xenial, but I don't have the means to test this
myself.

If plymouth is installed, but the kernel command line does not have
"splash", then this is very similar to bug 1432265 -- at least this
would definitively break passphrase input under systemd in this case

"plymouth" is installed by default. The latest ubuntu 16.04 daily with
LVM encryption installed still can NOT start with normal boot for user
input (passphrase) is not seen processed at the dark screen.
However, I may start it to the normal multiple-user login if boot the
system with recovery
Does this system have "plymouth" installed? This sounds very similar to
bug 1432265.
