I don't want to carry changes in the Debian package for a mess that
Ubuntu created, and so it looks like ossim (1.8.20.3+ds-1) is not going
to be part of xenial because of the import freeze today.

It probably needs some Breaks & Replaces either way for upgraders from
wily to xenial. If you want you could include those in Debian where they
will be harmless and let us sync.
I would have renamed it anyway since it will have changed ABI regardless
of if any packages in the archive use it, but
