This is related to bug #1517597, as long as the emulator exposes a
mouse, we treat it as one, and by default switch to windowed mode. If it
exposed a touch device, we would not switch.

We're still working out what would be triggers for switching to windowed
mode, maybe screen size needs to be factored in, not only input devices.
Whatever we do automagically, we need to expose this to the user as a
setting somehow, and remember the user's preference in a certain
input/output situation.
