Confirmed. This is a pretty annoying feature. If you have Resize
Window enabled in any mode, you can resize the window but it won't snap
to any other app windows. This feature also allows you to resize a
window so that the top or bottom are under the top or bottom task bar.

Confirmed. I don't recall what the default settings were, but I know I
had to work around this by installing compizconfig-settings-manager and
editing the configuration for the Snapping Windows plugin.
