I can't reproduce this on a up-to-date Artful installation so this seems
to be fixed. Please re-open or file a new bug should you happen to
encounter the issue in the newest Ubuntu release.

I have to launch hexchat with UBUNTU_MENUPROXY=0 hexchat to get access
to any menus locally, which means i can't launch it through Unity.

No menus on mouseover in the title bar

When I turn on the PC and start the ubuntu 16.04 don't have the menus on
the menu bar. Close the section and then log on and menus appear
normally.
