You are trying to install Ubuntu to /dev/sdb and grub to /dev/sda, which
is partitioned using GPT but has no bios_grub partition. Either you
need to create a bios_grub partition on this drive, or install grub to
the other and make sure your bios is configured to boot from that drive.

After logging out of the live session and rebooting into a working
install, I ran update-grub. The new install was detected and I was able
to reboot and start up the newly installed 16.04.
