I have some further information. Shutting off the driver power management with amdgpu.runpm=0 does not work. nomodset just puts my screen in a low resolution and cannot change resolutions. I' am using KDE Neon 5.7.3 as I do not like Unity but it is still stock Ubuntu 16.04 with the desktop
