EDIT: I wonder now how important bugs related to pm-utils are? Many distros now use systemd, which is the case of Kubuntu, although there still are some pm-utils installed. I upgraded to 19.10 a while back and I now use systemd with no issues and all logs created. If there is a fix for this bug
