You 'll need to file this bug-report against the relevant PPA:

There is nothing the kubuntu/Ubuntu packagers can do about this as kde-
connect-plasma was designed for usage in KDE-environment
After more investigation, I believe the problem to be with another
package called indicator-kdeconnect, which is separately packaged and is
was specifically created to add the KDE Connect indicator to non-KDE
environments.

I was able to connect my phone through the KDE Connect Settings GUI, but
