The Snap windows action should disable snap when moving if you have
Invert Snap enabled.

The logical thing IMHO is to separate the edge snap/resistance from the
wobbly windows completely, so that it would be possible to enable both
or one effect in an independent fashion. I do not know if it's
feasible...

The snapping in wobbly has to be in the wobbly plugin because it works
based on the wobbliness. Sorry, I can't think of a better way to
explain.
