i finally found out what was going on there.
In apt.udeb/cache/archives there was also a libc6-xxx.deb . Dont know
where it came from. But it seems it came from "main" in
sources.list.udeb.local ..
After reducing sources.list.udeb.local to
deb [trusted=yes]
debian-installer obviously builds in yakkety (as recently as today,
even). Not sure what you're doing, but it's not a bug in the package.
