Thanks for reporting. As mentioned in the comment above, copyq has been packaged in Debian, and from there automatically synced to Ubuntu. It is available in 18.04 and later (https://launchpad.net/ubuntu/+source/copyq/+publishinghistory). ** Bug watch added: Debian Bug tracker #736768
