Public bug reported:

When using the python plugin and I use the "requirements" option,
packages listed in that file that are already installed in the host
system are not downloaded and installed to the snap.

This happens at least for packages that were installed by "pip3 install --user" 
to my home directory.
I don't know if this also happens for packages installed in the system 
directories.
