I have no idea where it should be filed but I have just tried the same
usb memory file on 4 PCs all with ext4 file systems results as follows:-
Dell Latitude 100L Xubuntu 16.04 ext 4 time 18:56:44
Acer Aspire One Ubuntu Gnome 14.04 ext 4 time 17:56:44
Acer Aspire 5100 Ubuntu Gnome 14.04 ext
John, may be this bug should be filed against the file system that you
are using, ext2, ext4 ?

Also noted that file saved to usb memory on a 16.04 system when
properties are viewed on a 14.04 system time is minus 1hour. e.g. file
saved @8:49:00 on 16.04 shows as 7:49:00 on 14.04.
