This was never fixed in Xenial, but it is resolved in Bionic. Lubuntu
Team supported Xenial until April of this year, so one shouldn't expect
a fix in Xenial.

As mentioned... ONLY lubuntu 16.04 desktop cups is missing.
Previous and Next versions have cups in the installer:
lubuntu 14.04 desktop has cups
lubuntu 15.04 desktop has cups
lubuntu 15.10 desktop has cups
lubuntu yakkety desktop has cups
--and--
lubuntu 16.04 alternate has cups
