The computer this problem occurred on became increasingly unstable.
After investigation I discovered a failing RAM DIMM stick (thanks to the
"memtest" program that's available at the boot menu of all Ubuntu Live
CDs).
I believe the problem reported in this bug was associated with this
failing har

Update-manager functioning again.
I was required to power-down for a couple of hours today. This may have
corrected the problem.
Other than this no other change was made to the system.
I can now use Update-manager & the Update notification icon again - apparently
error free.
