pepperflashplugin-nonfree now downloads the Flash Player Plugin from
Adobe instead of Google, starting with version 1.8.2+nmu1ubuntu1.1 in
yakkety-proposed (and 1.8.3+nmu1ubuntu1 in zesty). So this issue can no
longer happen. Marking it as Fix Released.
Avoid using this package anyway unless on
Unsubscribing sponsors as there is really nothing to sponsor right now.
Feel free to subscribe again once there is a viable patch.

Small correction: For me this issue was present for 1.8.2ubuntu1 which
is what yakkety yak currently ships. OP reports the issue for the
version that is currently in pre-release.

Issue confirmed for Yakkety Yak beta. The debian changelog lists the bug
as fixed for 1.8.2-nmu1, which is weird since this is the same version
that ubuntu currently uses.
As for the ubuntu changes, change #2 is needed, change #1 sounds like it
is needed, and I have no idea about change #3, but
It looks like syncing from Debian would remove the following changes:
-- Add support for Ubuntu’s location of Chromium settings.
-- Suggest chromium-browser instead of chromium.
-- Do not suggest hal.
