you might want to change the summary of this bug to something more
effective, like writer changes font if keyboard switched and typed
characters inside a word [I know, bad english]

1. In Ooo Write, with keyboard set to USA, type anything, say hello.
2. Switch to arabic keyboard (gnome switcher)
3. Place the cursor within hello.
4. Change font.
5. Type something
I can confirm this with a Turkish keyboard as well. very simple to see:
1. set keyboard to turkish qwerty
rechecked with the 2.0.4 rc1 packages announced on ubuntu-devel-
announce. unable to reproduce the behaviour. I cannot see what
behaviour you really expect.
