I also had this issue with following combination while deployin Openstack with VXLAN: Ubuntu 16.04 4.4.0-79-generic HP BL460c G7 HP VirtualConnect HP NC 532m mezzanine (BCM57711) After update to 4.10.17 (I didn't try 4.9) it was working right. Will the fix be backported to Ubuntu 16.04 LTS

Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem? Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.9
