Isn't the real bug that the automatically selected locale doesn't work properly? What do you mean by properly rendered? Note that ' and ` are *not* literal characters in manual pages, as commonly misunderstood; they are rendered as left and right single quotation marks. See groff_char(7) in the

But this happens on all distros where en_IN locale is selected - the quotation marks are not shown properly. They show up as some weird characters .. If you think the real bug is in en_IN locale, please tell me which package do I file a bug against ? -- Allow user to select preferred locale
