What do you mean by properly rendered? Note that ' and ` are *not*
literal characters in manual pages, as commonly misunderstood; they are
rendered as left and right single quotation marks. See groff_char(7) in

quotation marks are not shown properly. They show up as some weird
characters .. If you think the real bug is in en_IN locale, please tell
