exactly same problem here. ~/.config/katemetainfos contains data about
my recent files. there's no katerc in ~/.kde/share/config/.

All the files recently opened by me are listed in the file
.config/katemetainfos , including those opened long ago (kate launched
and exited several times since).

More detail: this happens upon re-starting kate application. While kate
is running, the list of recent files is available.
Does anybody has any idea what can I try to help investigating what
happens on my computer?

Unable to replicate this using kate 4:16.12.3-0ubuntu1 here. My list of
recently opened file is being populated as it should.
Data should be in ~/.config/katemetainfos IIRC.
