Public bug reported: First attempted install 8 times using different settings in graphical utility. Attempted with 16.04.01 and 16.04.02, as well as gnome ubuntu image and standard ubuntu image. Using fdisk removed all partitions on the sdb disk. Grub2 is never able to create a boot loader on any disk or partition.
