Yes, I also meant this in my previous comment. If this is seen as a
usability problem, the extension would have to be packaged with an
adjusted stylesheet.css.

Concerning adjusting the style, I was sure that there is a way “under
the hood” to do this. But I think that most users won't modify style of
the Dock (actually, style of anything) by editing css files. So filing
this bug report, I meant
A way of fixing this is by adjusting the focus style in the
stylesheet.css.
Eventually, if the "Unity 7" backlights are introduced, this will be
less of a problem.
