The problem is that you don't see you're actually selecting Minimize
(try holding the right button down for a while). Duplicate of bug

As a workaround, if you keep the right-click pressed until you move the
mouse cursor over another item in the menu, it works.

Sorry, forgot that I don't use wayland in practice as it's not close to ready
but should when testing.
To note: this doesn't occur in a gnome session where the context menu is opened
inside the header bar so maybe add ubuntu-session.

Works absolutely fine here, maybe reporter needs a new mouse or better
control of his finger on a touchpad, should be marked as invalid.
