After retest this bug again, I also cannot reproduced this issue too.
St.Louis : Check 2 times and no issue
Caracalla : Check 1 time and no issue
Both system can revert/refresh completed now.
Please let me set this bug to Invalid.

Hello, I have executed this in a pi3 and a ubuntu-core vm and I could
not reproduce that issue.
Do you have any scripts that you use to reproduce that error?
