Thank you for your bug. That's not a desktop-file-utils bug and I don't
think that changing those Depends would be correct. If you need to ship
your own version of defaults.list you can bring the topic on the ubuntu-
devel mailing list or ship your version in a package using dpkg-divert

Forgot to mention that I am using Gutsy and I have no idea if this is
being fixed in Hardy.
