Well since the legacy version of Raleigh is dead in 18.04 on account of
higher GTK version than it is compatible with, how do I go about
requesting for packaging the new GTK3 compatible version of the theme?
As-is, shipping a theme with an OS that will not work due to dependency
issues does no one
Sadly, I cannot answer that question.
Xubuntu has the excellent Greybird theme, and I somewhat doubt that
there is a high demand for a fixed Raleigh version.

Raleigh is only a fallback theme and lacks adjustments for newer GTK3
versions. Eventually, it will be completely removed.
