Public bug reported:

Ubuntu MATE has icons on buttons by default, but a lot of people like
the cleaner look of removing them. This also matches many other desktop
environments.

There's no way to change setting for showing icons on buttons with the
GUI. Using gsettings is not very discoverable or convenient for a lot of
people. This used to be available in MATE Tweak's Interface section, but
this was removed because the other options are no longer needed. This
has been noticed by others as well, such as <https://ubuntu-
mate.community/t/some-18-04-beta-1-feedback/16317/19>.

I propose adding this to the Interface tab of Appearance settings. This
would mirror the very similar setting for showing icons on menus that
has a control there.
