As @juliank pointed out this kernel autoremoval is expected to be fixed in LP:
#1624644.
Do you have access to a system where update-manager contains the fix but it
does not offer removal of the installed old kernels? If so please check if
"sudo apt autoremove" offers the removals.

It is my understanding that automatic kernel removal has been added in
update-manager. They are also removed automatically in unattended-
upgrades. There should be a maximum of 3 kernel versions left, in order
to recover if a new kernel fails.
