Xubuntu LTS 16.04 comes with version 1.2.1-0ubuntu1.
The bug persist in the latest version 1.2.2-1

** Description changed:

  Setting "Custom menu colours" to a dark "Menu background" and a white "Menu 
text" renders the new "Folder Name" dialog in FileChooserDialog unreadable 
(white on white) only in GTK3 (not GTK2).
  All other menus work fine.
  
  This can easily be tested using "File → Save As… → New Folder" in any
  GTK3 application.
