ok, the dialog failing to be shown via whiptail was LP: #1781001 which
is fixed in a later version of the dkms package included in the bionic-
updates pocket. Running 'apt -f install' should be sufficient to
resolve this for you.

Ok, this then appears related to another issue that I have been having.
The whiptail dialog has not been appearing when the SecureBoot prompts
have been displaying. I do not know how the DEBIAN_FRONTEND environment
variable has been set to noninteractive. I have never set this variable
